Federal Workers Pocket Fraudulent Social Security Disability Payments

Some 1,500 federal employees "have wrongly received benefits," according to The Government Accountability Office. So, we know that the real number is probably at least 6,000. It's been going on for a long time.

Federal Workers get Fraudulent Disability Payments
"Our case studies ... confirmed some examples in which individuals received SSA disability payments that they were not entitled to receive," the GAO said in a letter to Sens. Tom Carper, D-Del.; John McCain, R-Ariz.; and Tom Coburn, R-Okla. Some of the payments were attributed to fraud, others to "administrative error," according to the report. The GAO found that the Social Security Administration does not use its own automated system to flag workers who may be earning too much income to qualify for benefits.
"SSA's internal controls did not prevent improper and fraudulent payments," the GAO said.  The report also found thousands of commercial drivers and transportation business owners who may be skirting the law. It focused in part on federal , estimating that 1,500 workers were receiving about $1.7 million monthly. Of them, one-quarter were U.S. Postal Service employees and 16 percent were Defense Department civilians.
Get this! Do we really think there is only one woman getting paid for "angst?"
According to the report, the TSA employee started receiving disability benefits in 1995 for "mood and anxiety disorders." But she started full-time work in 2003 and earned as much as $50,000; the income cap after which disability payments are supposed to stop was $940 per month in 2008.
So what happens now? Can the taxpayers get their money back?

Tax Hikes in Senate Health Care Bill: Undocumented Immigrants No Tax: Obscene Policy

Americans for Tax Reform (ATR) released today a comprehensive list of tax hikes (penalties) in the Senate's health care bill. Undocumented Immigrants (who have not "immigrated") will not see their taxes go up. Salaries for Health Insurance Executives will be capped, and a reporting requirement for small businesses that ATR says is a "huge compliance burden for small employers."

Health Care Taxes

ATR lays out excise taxes on Cadillac health care plans, a Medicine Cabinet Tax, a Flexible Spending Account (FSA) tax, a tax on Medical Device manufacturers, and a tax on health reimbursement pre-tax dollars to purchase non-prescription, and over the counter medicines.

There is a 'haircut" for itemized medical deductions from 7.5% to 10%
"Currently, those facing high medical expenses are allowed a deduction if the total cost of the expenses reduces the filer's income by 7.5% The new provision would impose a threashold of 10%. Waived for 65+ taxpayers in 20103-2016 only."
There are taxes on Blue Cross/Blue Shield, but not AARP's Hartford.

There are taxes on Charitable hospitals, like Cleveland Clinic treating Natoma Canfield, President Obama's latest spotlight for government insurance. According to the Clinic, Ms. Canfield is a candidate for Medicaid, and contrary to Obama's claims, Cleveland Clinic says it is not true that Canfield must choose between her health and home, and they have no intentions of putting a lien on Canfield's home, or letting their billing process interfere with her newly diagnosed leukemia treatments.

There are taxes on Innovator Drug Companies - those who pioneer treatments for diseases plaguing Ms. Canfield will be penalized for doing so.

In 2014, families with 3 or more persons will see their taxes hiked $1,485 per family, if you choose not to buy one of the government's qualified, mandated policies. The tax is the government's penalty for your failure to do as they tell you to do.

Families of 2 persons will be assessed a penalty of $990 in 2014.

A single person not choosing one of the government's qualified, mandated policies will be penalized $495.

Along with "undocumented immigrants," others exempted are "religious objectors," prisoners, those earning less than the poverty line, members of Indian tribes, and hardship cases. If you are in the camp believing illegals pay their fair share in social security taxes and sales taxes, please read this (skip down two paragraphs.)

If you are an employer, here are your penalties:
If an employer does not offer health coverage, and at least one employee qualifies for a health tax credit, the employer must pay and additional non-deductible tax of $750 for all full-time employees. Applies to all employers with 50 or more employees.
If the employer requires a waiting period to enroll in coverage of 3-6- days, there is a $400 tax per employee ($600 if the period is 60 day or longer).

Be assured that all taxes supposedly not coming due until 2014 will be hiked by the time we get there, and we can count on all taxes hiking, probably annually. Read the full article at ATR

Update 3-17-10:
Think your premiums are going down?

"There's no question premiums are still going to keep going up," said Larry Levitt of the Kaiser Family Foundation, a research clearinghouse on the health care system. "There are pieces of reform that will hopefully keep them from going up as fast. But it would be miraculous if premiums actually went down relative to where they are today."
The statistics Obama based his claims on come from two sources. In both cases, the caveats got left out.

Paul Ryan: Health Care Gimmicks Smoke Mirrors Ponzi Scheme (Video Transcript)

Rep. Paul Ryan (R-WI) used Obama's own stats to show the deception, gimmicks, smoke and mirrors, and a Ponzi Scheme in the Democrat health care bill. Video and transcript below.

 Paul Ryan

Gimmicks, smoke and mirrors, double counting and out-and-lies characterize the legislation that President Obama clearly indicated will be passed by reconciliation, if he can find the votes to do so.

Don't miss the point that at least one item has been removed from the current bill because it costs $371 billion dollars. By removing the $371 billion from the bill, $371 billion is absent from the deficit. But the $371 billion will be approved by the Senate in a stand-alone bill. In otherwords, there is major deception going on. An item is stripped out, but passed on its own - to make the deficit appear to be less by $371 billion.

This deception also happened in the smaller jobs bill passed this week. Senator Harry Reid cut the legislation from $80 billion to $15 billion, but he plans to pass some of the costlier cuts through stand alone bills. Reid's double-dealing is nothing short of deceit - or how about treason? "Treason" is an act to harm or kill sovereignty, or the betrayal of a trust and a breach of faith. Make no mistake about it, the financial carnage coming our way because the Obama administration refuses to tamp-down spending, in fact, by design is purposefully escalating spending, puts our sovereignty in jeopardy. The stand-along bills, which we generally never know about, is a betrayal of trust and confidence.

Watch Obama's face in the video, especially beginning about half-way in. A transcript follows the video.

Rep. Paul Ryan Pointa out Smoke and Mirrors in Obama's Health Care (video)

Begin Transcript:

Look, we agree on the problem here, and the problem is health inflation is driving us off the fiscal cliff. You said health care reform is budget reform. We agree with that. Medicare right now has a $38 trillion unfunded liability. That's $38 trillion in empty promises to my parent's generation, our generation, my kids generation.

Medicaid is growing at 21% this year. It is suffocating State's budgets. It is adding trillions in obligations that we have no means to pay for it.

In September when you spoke to us in the well of the House you said I will not sign a plan that adds one dime to our deficits either now or in the future. Since the CBO can't score your bill because they do not have sufficient detail, but it tracks very similar to the Senate bill. I want to unpack the Senate score a little bit. If you take a look at the CBO analysis, analysis from your Chief actuary, this bill does not control costs, this bill does not reduce deficits. Instead this bill adds a new health care entitlement, at a time when we have no idea how to pay for the entitlements we already have.

Let me go through why I say that. The Majority Leader said the bill scores as reducing the deficit $131 billion over the next 10 years. First a little bit about the CBO. I work with them every day. Very good people. Great professionals. They do their job well, but their job is to score what is placed in front of them, and what is front of them is full of gimmicks and smoke and mirrors. Now what do I mean when I say that? First off, the bill has 10 years of tax increases of about one-half trillion dollars, with 10 years  of medicare cuts of one-half trillion dollars to pay for 6 years of spending. What's the true 10 year cost of this bill? In 10 years it is $2.3 trillion. It does a couple of other things. It takes $52 billion in higher social security tax revenues and counts them as offsets, but that is really reserved for social security. So either we are double counting them or we are not planning to pay those social security benefits. It takes $72 billion and claims money from the Class Act, that's the long-term care insurance program. It takes the money from premiums that are designed for that benefit and instead counts them as offsets. The Senate Budget Committee Chairman said this is a Ponzi Scheme that would make Bernie Madoff proud.

Now, when you take a look at the Medicare cuts, it essentially treats Medicare like a piggy bank. It raids a one-half trillion dollars out of Medicare...not to shore up Medicare solvency, but to spend on this new government program.

Now when you take a look at what this does, according to the Chief actuary of Medicare, he is saying as much as 20% of Medicare providers will go out of business or stop seeing Medicare beneficiaries. Millions of Seniors who have chosen Medicare Advantage will lose the coverage they now enjoy.

You can't say that you are using this money to extend Medicare solvency and also offset the cost of this new program. That's double counting.

When you strip out the double counting and what I call the gimmicks, the full 10 year cost is a $460 billion deficit. The second 10 year cost of this bill has a $1.4 trillion deficit.

I think the most cynical gimmick in this bill is something we all probably agree on. We don't think we should cut doctors 21% next year. We've stopped those cuts from happening every year for the last 7 years. We all call this the Doc Fix.

Well the Doc Fix, according to your numbers, cost $371 billion. It was in the first iteration of all these bills, but because it was a big price tag, and made the score look bad, it has been taken out of this bill and is going along in stand-along legislation. But ignoring these costs does not remove them from the backs of the taxpayers. Hiding spending does not reduce spending, so when you take at look at all this, it just doesn't add up.

I'll finish with the cost curve. Are we bending the cost curve down or bending the cost curve up? If you look at your own Chief actuary at Medicare, we're bending it up. He's claiming we are going up $222 billion, adding more to the unsustainable fiscal situation we have.

When you take a look at this, it is deeper than the deficits, or the budget gimmicks or the actuarial analysis. There really is a difference between us. We've been talking about how much we agree on different issues, but there really is a difference between us. It is basically this: we don't think the government should be in control of all of this. We want people to be in control. At the end of the day, that is the difference.

Now we've offered lots of ideas all last year, all this year. We agree that the status quo is unsustainable. It's got to get fixed. It is bankrupting families, it's bankrupting our government it's hurting families with pre-existing conditions. We all want to fix this, but we don't think this is the answer to the solution, and all the analysis we get proves that point.

I'll respectfully disagree with the Vice President about what the American people are, or are not, or whether we are qualified to talk on their behalf. We are all representatives of the American people. We all do Townhall's meetings. We all talk to our constitutients. And I've got to tell you the American people are engaged. If you think they want a government takeover of health care, I would respectfully submit, you are not listening to them. So what we simply want to do is start over, work on a clean sheet of paper, move through these issues step by step, and fix them, and bring down health care costs and not raise them.

Continue the fight to kill the Senate illegal immigration bill. To find your Senator's contact information, go to the top box in my sidebar, enter your zip code and make your opinions known. Phone and fax information below.

This Legislation is very much alive, and there is a new tactic the Senate plans to use, known as the "clay pigeon." To read about this "scheme" by Senator Harry Reid, read about the "clay pigeon" here

When your Senator's office patiently explains to you that under this new legislation border enforcement will be stronger due to a fail-safe biometrics form of identification, explain that you have no confidence in a "fail-safe-anything" devised by Capitol Hill. Let's face it, they cannot keep your social security number safe, indeed, they do not want to keep it safe. By allowing your SSN to be "shared," several other illegals can work and pay into the system. The issue is: they want a steady stream of cheap labor - cheap labor that can be controlled. There is no other issue for those attempting to ram-through this reprehensible Bill.

With Your Stolen Identity, Life is Good for Illegals!

It's not easy to lead into a piece on illegal entry into this country. Everything has already been said, and in the MSM, every salient point against illegal entry has been ignored. The basic FACT...that would be the "illegality" of illegal entry, is viewed by many in the Senate and Congress as a noble step taken by one, or a family, to make a better life for themselves. From the illegal entry day forward, your rights and mine are abused. The most repulsive act of illegal entry is our stolen social security numbers and other forms of identity. Possession of an "identity" enables a much easier life for illegals. Unfortunately, these most important but unprotected identities are "who we are" in America. We must have a social security number from birth. Many Americans have ALREADY been notified they they owe Federal taxes for jobs they've never held, on wages they've never earned...or found credit cards and loans on record with financial institutions that they did not request and were unaware of, had credit trashed, and even been linked to violent crimes they did not commit. Where is the outrage on the floors of the House and Senate? For many of us, we WILL RECEIVE SUCH A NOTICE on some future day. I don't know about you, but this makes my blood boil. For Congress and the Senate to ignore this injurious and insulting behavior, in the name of "...but what else can we do - they are already here," is not acceptable. With stolen identities, illegals are thriving. Watch this short Heritage Foundation video explaining the unbelievable cost of illegals to American citizens. Then, if you are interested in more, read my summary of The Fiscal Cost of Low-Skill Immigrants to the U.S. Taxpayer at Heritage Foundation "Smacks Down" Low-Skilled Legal/Illegal Immigrants as Productive Assets. Heritage Foundation "Smacks Down" Immigrants as Productive Assets

The Fiscal Cost of Low-Skill Immigrants to the U.S. Taxpayer is a comprehensive compilation of, perhaps, more than you ever wanted to know about immigration, but is exactly what you and I need to know and understand. Here are pertinent points, with inset-text taken directly from The Heritage Foundation: Of all adult high school dropouts, legal and illegal, in America, 49% are illegals, 25% are legal immigrants and 9% are native-born Americans. The U.S. Government, funded by U.S. citizens, pays out an average of $30,160.00 per legal and illegal household with heads-of-households lacking a high school diploma. The $30,160.00-average paid represents social security benefits and Medicare, police, public safety, transportation, administrative support, public education and other means-tested aid. View this in Chart 2 of The Heritage Foundation report.

"Low-skill immigrant households are larger and younger than are households headed by non-immigrant dropouts: Only 17 percent of low-skill immigrant households are elderly compared to 43 percent of households headed by non-immigrant dropouts. Because they are younger, low-skill immigrant households have more workers per household than similar non-immigrant households, but the average wage per worker is actually slightly higher in low-skill non-immigrant households ($20,828 per worker among non-immigrants compared to $18,490 among immigrants)."
"Overall, households headed by immigrants without a high school diploma (or low-skill immigrant households) received an average of $30,160 per household in direct benefits, means-tested benefits, education, and population-based services in FY 2004."
"Means-tested aid came to $10,428 per household, while direct benefits (mainly Social Security and Medicare) amounted to $4,891. Education spending on behalf of these households averaged $8,462 per household, while spending on police, fire, and public safety came to $2,746 per household. Transportation added another $809, and administrative support services cost $1,195. Miscellaneous population-based services added a final $1,529."
In return for handing-out $30,000.00+ per legal and illegal household, we receive from such households, a payment average of $10,573.00 in taxes. These paid-in taxes include federal highway taxes, unemployment insurance and workers compensation taxes, federal excise taxes and customs duties, state individual income tax, STATE LOTTERY PURCHASES (an average of $714.00 per household!), corporate income tax, state and local property taxes, federal individual income taxes, state and local sales and comsumption taxes and FICA "contributions." View this in Chart 3 of The Heritage Foundation Report. We don't need to do the math because The Heritage Foundation has done it for us. U.S. citizens PAY OUT $30,000+ annually, to immigrant (both legal and illegal), low-skilled households, and we RECEIVE only $10,500.00 per such household into our coffers. EACH such household RECEIVES an average of $3.00 for EACH $1.00 paid in, and this thought from me - such benefits are often received through THEFT of our social security numbers. In addition to the $30,000+ hand-out from American citizens, it is estimated there are 1.6 workers per legal and illegal, unskilled household, each averaging $18,490 in earnings. This is an average of $29,584.00 annually in earnings, plus the $30,000+ courtesy of citizens. View this in Table 2 of The Heritage Foundation report. Of course, there's always a bottom-line and, in this case, it is the deficit in dollars incurred to you and me. For each household, we say adios to an average of $19,588.00. View this in Chart 5 of The Heritage Foundation report. The bottom-line, or as The Heritage Foundation refers to it, The "Net Lifetime Costs," comes down to this:
"Receiving, on average, $19,588 more in immediate benefits than they pay in taxes each year, low-skill immigrant households impose substantial long-term costs on the U.S. taxpayer. Assuming an average 60-year adult life span for heads of household,[24] the average lifetime costs to the taxpayer will be nearly $1.2 million for each low-skill household, net of any taxes paid.[25] This calculation assumes that a low-skill immigrant comes to the U.S. in his mid-twenties with a spouse and that both remain in the U.S. for an average of 60 years. Even if low-skill immigrants return home rather than remain in the U.S. permanently, thereby reducing costs, this argument merely underscores how costly low-skill immigrants are to the U.S. taxpayer. The less time these immigrants spend in the U.S., the lower the cost to the taxpayer. Moreover, most current immigration reform proposals would grant legal status to illegal immigrants, increasing their access to welfare and Social Security. These proposals would substantially increase the time that these immigrants remain in the U.S."
$19,588.00 x 4.54 MILLION such households is a total of $89.1 billion - $89.1 billion we give away, annually, to non-citizen, and knowing-lawbreakers. In addition:
"Over the next ten years, the net cost (benefits minus taxes) to the taxpayer of all low-skill immigrant households will approach one trillion dollars."
The Heritage Foundation, in Chart 7, shows that each and every age bracket RECEIVES far more than it PAYS IN, but as the households age, the deficit increases. Without considering THE POSSIBILITY of legal status through AMNESTY, current trends would expect retirement costs to be $1.9 trillion. Here's the way The Heritage Foundation explains it (and remember that AMNESTY is not taken into consideration):
"There are currently 8 million non-elderly adult immigrants in low-skill immigrant households.[26] Assuming normal mortality rates, perhaps 7 million of these individuals will live to age 67.[27] After reaching age 67, the normal life expectancy would be approximately 18 years. With an average net cost of roughly $270,000 over 18 years, the net future retirement costs of the 7 million low-skill immigrants would be around $1.9 trillion."
Below, The Heritage Foundation continues to smack-down the verbal posturing that these people pay taxes and, this view from me, that we should be grateful for their participation in our commerce (notice that these households are "net tax consumers" as opposed to you and me, who are likely "net tax payers:"
"...low-skill households are net tax consumers even during their working years. It is important to note, these families are rarely idle; they consistently work and pay taxes. However, the taxes they pay are seldom, if ever, sufficient to cover the cost of the government benefits they receive. In consequence, these households must be continually subsidized by other taxpayers. Low-skill immigrants are among these problematic households. On average, they are a net fiscal burden throughout their working years, and after retirement they become an even greater tax burden. Politicians should be wary of any policy that will increase the future number of net tax consumers. Immigration policy, in particular, should be focused on increasing the number of positive taxpayers and reducing the future number of tax consumers."
The Heritage Foundation asks if these households "contribute to the solvency of Social Security." The short answer is no.
"It is true that low-skill immigrant households pay, on average, around $2,900 per year in Social Security (FICA) taxes; however, the average Social Security and Medicare benefits they receive actually exceed the FICA taxes paid. Of course, low-skill immigrant households receive many other government benefits as well, receiving ten dollars in total government benefits for each dollar they pay in Social Security taxes.."
Now when the illegals whine that they pay Social Security taxes, but will never see a penny of it - because they are illegal...remind them that they are receiving at least $10.00 in OTHER benefits, for each dollar they have paid in. Pay in $1.00 and get back $10.00. Incredible! Equally incredible is this:
"In the final analysis, taxpayers, including many Social Security recipients, will face higher taxes in order to subsidize low-skill immigrant households."
Current legislation is declared not to be AMNESTY by some Legislators, but you and I know that it is just that. The Heritage Foundation says this:
"Do not grant amnesty to illegal immigrants. Granting amnesty to illegal immigrants would, over time, confer entitlement to welfare, Social Security, and Medicare for the amnesty recipients. This would be ruinously expensive to U.S. taxpayers. Similarly a modified amnesty such as the Z visa program proposed by President Bush, would, almost certainly, over time result in entitlement of the Z visa holders to welfare, Social Security, and Medicare; such a plan would be nearly as expensive as forthright amnesty. Amnesty in any form would impose serious fiscal costs.
There is much, much more to this report. I encourage anyone with some endurance to read through The Heritage Foundation report by Robert E. Rector and Christine Kim. I Know it's Illegal But . . .

Originally posted March 10, 2007 at Faultline USA Random thoughts about illegal immigration, relative morality, and the liberal mind . . . For many in our world there is no such thing as absolute morality. There’s no such thing as a black and white, open and shut case. For these folks, all thoughts, issues, choices, and actions must be examined through various shades of innumerable murky grey complexities. Relative morality is a hyper-sensitive preference towards the individual or to the particular situation rather than to the general rule. Thus every little exception disproves the validity of any rule. The following are some typical Liberal comments followed by my Conservative response: Lib:“Only the Sith deal with absolutes.” - Obi-Wan Kenobi, in the last part of the Revege of the Sith (From Star Wars - the holy video) Con: According to liberal thought, today’s warrior priests (Sith Lords) who are devoted to the dark side of of the force are usually referred to as “Wing-nuts.” Lib: “ . . .So perhaps it is possible to hold to absolutes and yet respond according to the differences that each situation brings.” Con: This stance often results in confusion between the absolute mandates of the rule of law with the relative humanistic or “pastoral” concern for the individual illegal immigrant. Lib: “Morality is a selective preference created dynamically by culture. So no, there is no absolute morality.” Con: And we now have discovered what happens when multiculturalism bumps into existing U.S. Laws (Suggestions). Lib: “Evil does not really exist, it is merely an absence of good in the way that black is actually an absence of color.” Con: Isn’t it interesting that those who deny the existence of evil in this world, and who deny absolute morality, are usually the first to play the victim and to point fingers??? Typical liberal nonsense (race-carding) Lib: “While they may break laws in so doing - which is wrong, and needs to be examined more - they are not bad people, and I think suggesting they are truly is tinged with racism, which is something I don't say lightly.” Con: Do you know of any anti-illegal immigration activists who have actually suggested that illegal aliens are bad people??? I loved this comment found on the internet: Lib: “I had written a nice long post about absolute and relative morality and the problems with both and why I reject the notion of ‘morality’ blah blah blah. Then my computer crashed and twenty minutes’ work vanished. . .” Con: Now was that a relatively bad thing, a random event, or a blessed act of Divine providence??? You be the judge! :-) Question: How many illegals are using the stolen Social Security numbers and other identity documents of millions of American citizens, including tens of thousands of American children? Answer: Nobody actually knows because nobody wants to talk about it so nobody is counting. Just some Illegal News . . . Watch the Video “Matricula Card Not Accepted in Mexican Banks” Earlier this week Republican Congresswoman Marsha Blackburn introduced legislation (H.R. 1314) aimed at preventing U.S. financial institutions from handing out credit cards to illegal aliens. H/T to Calif. GOP Rep. Brian Bilbray How to Close an Immigration Loophole Yesterday, I signed on to co-sponsor H.R. 1314, the Photo Identification Security Act, authored by Congresswoman Marsha Blackburn (R-Tenn.). This legislation would stipulate the specific forms of identification needed to attain a credit card or bank account. Some financial institutions have been issuing credit cards and open accounts for people who don’t have Social Security numbers — most of whom are thought to be illegal immigrants. The federal government cannot claim to be serious about addressing illegal immigration while at the same time; allowing loopholes to exist that encourage illegal immigration activity. Financial institutions have been taking advantage of a loophole in federal law that has allowed them to profiteer off of illegal immigration. The Photo Identification Security Act will close that loophole so that the integrity of our banking process will remain in tact. Those forms of documentation listed in the bill are a Social Security card with a government-issued form of identification such as a state driver’s license, or a U.S. or foreign passport, or a U.S. Citizenship and Immigration Services photo identification card. Matricula Consular cards, a form of identification issued by the Mexican government, would not be accepted for starting accounts or credit cards, since the Marticula Consular cards are not a secure form of identification. **This was a production of The Coalition Against Illegal Immigration (CAII).
