U.N. Global Tax Coming Via Schwartzenegger?

Reject the U.N. is reporting today that California Governor Arnold Schwarzenegger has entered into a "compact" with the U.N. in China. Can they do that?

To fulfill the "compact," California will encourage private entities, as well as "mobilize" public agencies.

Perhaps the U.N. sees Senator Obama's proposed U.N. Global Tax on fossil fuels, oceans, use of the skies, and fees for foreign currency exchanges, as future funding for cleaning up China's air. If not, which "public agencies" pay?
