The Wall Street Journal says the Obama administration is cagey. Well, that's my paraphrase, but they insinuate it. After throwing "real" terrorist investigations under the bus, and limiting them to the Army Field manual rules - a restriction which also includes the CIA - maybe he means it and maybe he doesn't:
