Scheming Pelosi and House Has New Maneuver to Pass Health Care: Hold Plus Reconciliation

A scheming House of Representatives has come up with a new maneuver to pass health care legislation. Known as the "hold-plus-reconciliation" scheme strategy, here's how Nancy might make it happen:

The House could pass the Senate bill as is, then hold it in their chamber instead of sending it to the president so he could sign it into law. That bill, passed but not out of the House’s hands, would be the leverage to bring the Senate to the table.

The question is whether Congress can work on legislation that changes a bill that has not yet been signed into law.
According to the Daily Caller, Pelosi has 216 217 of 220 votes needed. Rep. Nathan Deal (R-GA) announced he will delay his retirement which was scheduled for October 8th until after the health care vote, which means the Speaker needs 217 of 220 votes.
